The site and the permit
Amazon acquired the GW Ranch site in Pecos County, Texas, and will buy power directly from a 7.65 gigawatt natural gas plant being built on the same land by Pacifico Energy. The design calls for 35 gas turbines running off-grid, feeding the data center campus without touching the Texas grid. The site’s air permit authorizes up to 33 million tons of carbon dioxide a year.
The comparison that gives the number scale: the coal-fired James H. Miller Jr. plant in Quinton, Alabama released almost 16.6 million tons in 2023, the ninth year running it topped the list of US greenhouse gas emitters. At its permitted ceiling, the Texas site would roughly double that.
A permit ceiling is not a guarantee of actual output, but it defines what the site is allowed to become.
The pledge in the background
Amazon co-founded the Climate Pledge and has committed to net zero by 2040. The company now holds an air permit that, fully used, would make one of its sites the country’s largest emitter. How those two facts reconcile is a question the permit itself does not answer.
Off-grid is the part worth watching
The structural story here is not the tonnage, it is the wiring. Building your own power station next to your own campus sidesteps the grid interconnection queue, and with it a layer of public oversight that grid-connected generation has to pass through.
That template is attractive for exactly the reasons that make it hard to scrutinize: faster to build, invisible to grid planning, and accountable mainly to the air permit. Cleanview founder Michael Thomas expects an explosion of off-grid gas projects, and if he is right, the Pecos County site is less an outlier than an early template for how AI compute gets powered.
